Enhancing Women’s Political Representation in Morocco

In an effort to bolster the representation of women in the national political landscape, the New Thought Association for Sustainable Development has launched an innovative civil project titled "Improving Inclusive Political Participation of Women... A Fundamental Lever for Achieving Parity." This initiative is part of the support programs aimed at encouraging women's representation and is designed to significantly enhance women’s political engagement while preparing them to assume leadership roles in elected institutions. The project aligns with Morocco’s ongoing efforts towards gender parity, employing an approach that combines training, mentoring, and awareness-raising to expand the base of female participation in the upcoming electoral processes, both in terms of voting and candidacy. Furthermore, it aims to strengthen women’s roles in local governance and reinforce their contributions to public decision-making.

Comprehensive Training Program for Aspiring Female Leaders

The program, which spans five months, targets thirty women interested in running for office, including political activists and members of political parties. It also seeks to engage a large number of citizens through awareness campaigns and open activities that will take place in various communities, including Fes, Sidi Harazem, Moulay Yacoub, and Ain Chkaf. The initiative features a comprehensive training curriculum focused on key political skills required for effective political action. These skills encompass political communication, campaign building, advocacy techniques, leadership, gender-sensitive approaches, and financial management at the local governance level. By equipping participants with these essential tools, the project aims to prepare them effectively for the responsibilities of elected office with professionalism and competence.

In addition to training, the project places significant emphasis on community awareness, organizing field campaigns to educate the public about the importance of women's participation in elections and the constitutional and legal provisions supporting their representation. It will also host a scientific seminar and roundtable discussion to evaluate the current state of women’s political participation and explore pathways for its enhancement in light of local development and democratic challenges.

Various facets of the project will be implemented under the guidance of university professors, legal experts, and public policy specialists, along with community leaders experienced in training and support, ensuring the delivery of scientifically-grounded and practical content that addresses the needs of women entering the political arena. The project coordinators aspire to contribute to increasing the representation of women in elected bodies, enhancing their leadership, communication, and organizational skills, thus enabling them to perform more effectively within elected councils while solidifying women's role as essential partners in public governance and local development.

The initiative also integrates a monitoring and evaluation framework based on quantitative and qualitative indicators to measure the achievement of its objectives, tracking participation rates, the quality of training, the level of engagement among participants, and the program's impact on developing their political and leadership capabilities. The total budget allocated for the project is approximately 150,000 dirhams, funded through the support fund for encouraging women's representation, alongside the association's own contributions, ensuring the execution of various planned activities, including training courses, awareness campaigns, seminars, and communication meetings, all within a five-month timeline. This project exemplifies the growing role of civil society in supporting reforms aimed at empowering women politically, through practical initiatives that seek to transform the principle of parity from legal and constitutional texts into tangible practice, thereby contributing to expanding democratic participation and preparing a capable female elite to actively engage in public administration and decision-making at the local level.
