The Moroccan Minister of Justice has articulated that reforming the banking debt collection system is a strategic initiative that directly correlates with improving the business environment and supporting the national economy. This statement was made during a national symposium held in collaboration with Bank Al-Maghrib on Tuesday, March 24, 2025, in Rabat. The event was titled "The Efficiency of the Legal Framework for Collecting Defaulted Debts: Practical Challenges and Development Prospects," and saw the participation of high-profile attendees, including the head of the public prosecution office, the governor of Bank Al-Maghrib, and various ministry officials.

Modernizing Legal Frameworks and Promoting Alternative Dispute Resolution

As part of the modernization efforts, the Minister noted that the ministry is actively working to enhance the legal framework associated with debt collection, particularly through amendments to the civil procedure law. These changes aim to simplify processes and improve the efficiency of notifications and executions. Additionally, the adoption of digitalization is seen as a fundamental driver for modernizing justice and enhancing transparency.

The ministry is also keen on developing alternative mechanisms for dispute resolution by encouraging amicable solutions. This initiative aims to alleviate the burden on courts and expedite the resolution of cases, particularly in the banking and financial sectors, while aligning with international standards.

The Minister highlighted the importance of credit institutions' involvement in this strategic initiative through digital initiatives for data exchange with courts, which would significantly expedite procedures. Furthermore, he stressed the necessity of implementing practical, actionable recommendations supported by monitoring and evaluation mechanisms to ensure that tangible results are achieved, and the reforms are sustainable.
