EU Supports Morocco's Autonomy Initiative for Western Sahara

The European Union (EU) has once again expressed its endorsement for Morocco's autonomy plan concerning Western Sahara, emphasizing the intention to forge a new strategic partnership with Rabat by the end of this year. This announcement was made during a two-day visit by EU foreign policy chief Kaja Kallas to Morocco, where discussions aimed at strengthening EU-Morocco relations took place. In her remarks following a meeting with Moroccan Foreign Minister Nasser Bourita, Kallas characterized Morocco as a "close, reliable, and strategic partner," reinforcing the EU's commitment to the region.

At the heart of the discussions was the EU's backing for Morocco's proposal to grant limited self-rule to Western Sahara, while maintaining Moroccan authority over defense, foreign affairs, and religious matters. This support aligns with a similar endorsement from the UN Security Council last October. The EU’s endorsement is seen as a pivotal moment, particularly following lobbying efforts by French President Emmanuel Macron, who has been a vocal supporter of Morocco's sovereignty in the disputed region.

Emphasis on a New Strategic Partnership

During her visit, Kallas advocated for the "timely finalization" of a comprehensive partnership that encompasses trade, investment, and migration between the EU and Morocco. She expressed optimism about launching this partnership within the current year. Morocco stands out as the EU’s largest trading partner in North Africa and its foremost foreign investor. Additionally, Morocco plays a vital role as a major energy supplier to Spain and is a key ally in immigration management. The two entities are reportedly nearing the completion of plans for a substantial €15-20 billion rail tunnel project under the Strait of Gibraltar, which signifies the deepening ties between them.

Beyond trade and investment, the discussions also touched upon broader global issues, such as the ongoing conflicts in Ukraine and Gaza, as well as instability in the Sahel region. Both parties reiterated their commitment to multilateralism and a rules-based international order. Furthermore, Kallas and Bourita agreed to establish a security dialogue within the framework of the upcoming EU-Mediterranean Regional Security Forum, focusing on counter-terrorism, maritime security, and resilience against hybrid threats.
