- State Engineer (first grade): A degree in Engineering from recognized national universities or institutions, or an equivalent qualification as determined by current regulatory provisions.
- Administrative Officer (second grade): A diploma in Advanced Studies or a Master’s degree from accredited universities, or an equivalent qualification.
- Administrative Officer (third grade): A Bachelor’s degree or equivalent from recognized institutions.
- Technician (third grade): A specialized technician diploma from recognized vocational training institutions or an equivalent qualification.
Legal provisions regarding the retention of financial positions for candidates who are former resistance fighters, dependents of the nation, veterans, and disabled individuals apply, contingent upon the fulfillment of necessary conditions.
