SPARK, an esteemed international non-governmental organization, is on the lookout for a Senior Capacity Strengthening Advisor to lead a transformative programme aimed at bolstering women's entrepreneurship in Morocco and Tunisia. This consultancy position, which is home-based with travel to Morocco and Tunisia, is critical to the inception phase of the programme, which is set to commence on September 1, 2026, with an application deadline of August 7, 2026. The successful candidate will engage in approximately 60 to 75 working days during the programme’s initial phase, with a competitive daily consultancy fee that will reflect the individual’s qualifications and relevant experience.

Programme Overview and Objectives
The upcoming programme seeks to empower women's entrepreneurship by collaborating with in-country implementing partners (IPs), who will receive tailored financial and non-financial support. These partners will spearhead initiatives to dismantle barriers faced by women entrepreneurs through co-designed interventions, fostering an environment conducive to their success. The capacity of these partners will be enhanced to provide gender-responsive and transformative business development services. This includes tailored skill-building aimed at climate-vulnerable and informal women entrepreneurs, focusing on business management, financial literacy, and digital tools, along with mental health and psychosocial support (MHPSS) and soft skills training.
The Senior Capacity Strengthening Advisor will play a vital role in guiding the design of the capacity strengthening approach, assessing potential implementing partners, and co-developing tailored Capacity Development Plans. This role will also involve establishing sustainable mechanisms for organizational and technical assistance, peer learning, and overall organizational development.
The responsibilities of the Senior Capacity Strengthening Advisor include leading the development of the Capacity Strengthening Framework, refining assessment tools for partner selection, and facilitating training and coaching sessions to enhance institutional performance. The advisor will also be tasked with promoting knowledge exchange and collaboration among stakeholders, ensuring that lessons learned contribute to adaptive programme management.
As part of this consultancy, expected deliverables will include the creation of an Inception Work Plan, a Capacity Strengthening Framework, refined assessment methodologies, and tailored Capacity Development Plans, among others. The successful candidate will be instrumental in ensuring that the programme’s objectives are met effectively and sustainably.
To qualify for this role, candidates should possess a Master's degree in a relevant field, at least ten years of experience in organizational development and capacity strengthening, and a proven track record in enhancing local NGOs and entrepreneurship support organizations. Experience in the Northern Africa region, particularly in Morocco and Tunisia, is highly desirable, alongside excellent facilitation and stakeholder engagement skills.
