Morocco's Position in the Global Knowledge Index 2025
According to the recently released Global Knowledge Index 2025, Morocco has achieved a ranking of 89th out of 195 countries evaluated, scoring a total of 35.9 points. Within the Arab region, Morocco is positioned 11th among 22 countries, while it ranks 10th among 50 countries classified as having lower middle-income economies. These findings are part of the ninth edition of the Global Knowledge Index report, published by the Mohammed bin Rashid Al Maktoum Foundation for Knowledge in collaboration with the United Nations Development Programme (UNDP) for the Arab States.
The primary objective of this report is to assess the performance of countries in terms of knowledge production and dissemination based on six key pillars, which revealed varying levels of achievement. Morocco notably excelled in the area of environment, society, and governance, ranking 70th globally with a score of 52.3 points. Additionally, the country performed well in information and communication technology, securing the 83rd position globally with a score of 37.6 points.
However, in research, development, and innovation, Morocco was ranked 86th globally with a score of 16 points. Despite this relatively advanced position, the low scores indicate a pressing need for increased investment in scientific research to enhance competitiveness. This is particularly critical given Morocco's notable success in terms of industrial design applications, where it ranks 14th globally, contrasted with its lower ranking (79th) regarding research and development expenditure as a percentage of GDP, which stands at 5.88 points, and the quality of research institutions, where it ranks 115th.
In terms of economic performance, Morocco holds the 100th position globally with a score of 37.8 points. The index emphasizes the economy's ability to absorb knowledge and convert it into added value, revealing challenges in sectoral productivity (112th) and energy consumption as a percentage of GDP (102nd).
When it comes to technical and vocational education and higher education, Morocco ranks 117th globally with a score of 37.1 points. The country is recognized as a leader in vocational education enrollment, ranking 15th globally; however, high unemployment rates among advanced education graduates remain a significant challenge, as evidenced by its 178th position with a notably low score (3.45 points).
In primary and secondary education, Morocco faces considerable challenges, achieving its lowest ranking in this sector at 129th globally with a score of 48.5 points. Despite advancements in net enrollment rates in primary education (17th globally with 99.51 points) and secondary completion rates (37th globally with 86.91 points), the quality of educational outcomes remains inadequate, reflected in standardized test scores (134th globally) and reading proficiency (105th).
In the domain of environment, society, and governance, Morocco has made significant strides in government effectiveness (29th globally) and regulatory quality (30th). The country also excels in supporting international pluralism within the framework of the United Nations (18th) and has achieved perfect scores in digital gender equality in internet usage.
Nonetheless, social resilience indicators (88th) require reinforcement to enhance the community's capacity to adapt to knowledge transformations. The report also provides socio-economic data that contextualizes Morocco's knowledge performance, noting a population of 37,712,505 and a human development index of 0.71, categorizing Morocco as a lower middle-income country.
