Moroccan Expert Elected to UN Panel on Drug Policy Reform

The United Nations Commission on Narcotic Drugs (CND) has made a significant announcement with the election of Moroccan expert Khalid Tinasti to a newly established panel of independent experts dedicated to reevaluating global drug policy. This decision was revealed during the CND's 69th session held in Vienna. The panel, formed under Resolution 68/6, comprises 19 members from various countries and is tasked with providing concrete recommendations by 2027 regarding the future of the international drug control system. This initiative is noteworthy, as the existing global framework has seen little change since the key UN drug conventions were put in place decades ago.

A New Approach to Drug Policy

Adopted in March 2025 following a push by Colombia, the resolution signifies a transformation in the diplomatic dialogue surrounding drug policy. The panel will not only evaluate the limitations of the current system but also propose necessary reforms while maintaining the foundational structure of the three international drug control conventions. At just 40 years old, Tinasti embodies a new wave of policymakers who are influencing global discussions on this critical issue. Originating from Casablanca, he pursued his education in Paris and currently resides in Geneva, where he has established a formidable reputation in the realm of international public policy.

Having previously led the Global Commission on Drug Policy for close to a decade, Tinasti has collaborated with notable former world leaders such as Kofi Annan, Juan Manuel Santos, and Olusegun Obasanjo. His leadership experience extends to the Climate Overshoot Commission, chaired by Pascal Lamy. Moreover, Tinasti has actively participated in global health initiatives, serving on the advisory panel of the Robert Carr Fund, which aids vulnerable communities impacted by HIV. He is also affiliated with the Mo Ibrahim Foundation, an organization dedicated to fostering emerging African leaders.

His scholarly contributions to prominent journals like The Lancet and Addiction, along with his authorship of a significant reference book on international drug policy, underscore his expertise in the field. Additionally, he imparts knowledge at various institutions in Geneva, including the Graduate Institute of International and Development Studies. Tinasti's recent appointment comes at a pivotal moment as Morocco increasingly asserts its influence in international drug policy discussions. Notably, Morocco was the first nation in the MENA region to legalize cannabis for medical and industrial purposes under Law 13-21.

With a wealth of experience, Tinasti has actively contributed to national dialogues, providing insights on how global conventions can be interpreted to facilitate reform. His new role within the UN panel positions him at the forefront of efforts to shape the future of global drug policy.
