Surge in Applications for Immigration Regularization in Almería

The Moroccan Consulate in Almería has become a focal point for hundreds of foreign nationals seeking essential documentation amidst a significant immigration regularization initiative launched by the government. Reports indicate that approximately 8,000 individuals have visited the consulate since last Saturday, drawn by the urgency of obtaining paperwork, particularly regarding the clearance of criminal records from their countries of origin. The influx peaked over the weekend, although many attendees were there to assist family or friends rather than to submit applications themselves. On Tuesday, the lines remained long outside the consulate, situated on Avenida del Mediterráneo, where dozens waited patiently from early morning.

Among those in line was Yessine, a 26-year-old who has lived in Almería for two years after moving from Morocco with his family. He arrived at the consulate at 8:30 AM, motivated by the fact that his family had already completed their applications and advised him to act swiftly. The continuous stream of applicants also includes individuals traveling from other provinces in the southeast, attracted by the efficiency of this particular consulate in processing paperwork.

Government Response to Immigration Demand

This surge is largely attributed to the new legal requirements set forth by the government, which mandate proof of continuous residence in Spain for five months prior to application and the absence of any criminal record. In response to the overwhelming turnout, José María Martín, the sub-delegate of the Government in Almería, urged calm and clarified that most immigration applications can be submitted electronically, advising against the immediate need to queue. He also mentioned plans to offer in-person processing by appointment only, pending the official announcement in the Official State Gazette (BOE).

The sub-delegate praised the new decree as a positive development, enabling individuals to sign employment contracts and fulfill their rights and obligations, thus addressing the labor shortages in sectors such as agriculture and construction. The implications of this regularization process are significant for Almería, where foreign nationals represent approximately 22% of the total population and are projected to reach 185,000, according to data from the Andalusian Institute of Statistics and Cartography (IECA).

In the capital city of Almería alone, this demographic accounts for 11.6% of the population, with over 12,300 new immigrants arriving since 2020, particularly in neighborhoods like El Puche, Los Ángeles, and El Zapillo. Moroccan nationals constitute the largest group among foreign residents, making up over 40% of this population. These individuals are vital to the agricultural sector in Almería and serve as a key demographic engine for the province, countering local population decline. Currently, more than half of Almería's municipalities are experiencing growth due to immigration, with eight municipalities having foreign populations exceeding 40% of their total census.

According to Elma Saiz, the Minister of Inclusion, Social Security, and Migration, applications can be submitted electronically starting Thursday, April 16, with in-person submissions available from April 20 until June 30. The central government anticipates that this extraordinary process, inspired by a popular legislative initiative supported by over 600,000 signatures, will benefit around half a million people across Spain.
