New Developments at Agadir Port
The National Ports Agency (ANP) of Morocco has officially initiated the bidding process for Lot PP7, a crucial segment dedicated to the construction of the third phase of the third access route to Agadir Port. The deadline for the submission of bids is set for November 12, as outlined in an announcement published by the European Bank for Reconstruction and Development (EBRD).
This project falls under the ANP's climate resilience program, which is backed by a total budget of €45.75 million (approximately 494.78 million dirhams). This funding includes €40 million (around 432.59 million dirhams) provided by the EBRD, alongside external financing amounting to €5.06 million (approximately 54.68 million dirhams), with an additional unfunded balance of €0.69 million (about 7.48 million dirhams), according to the general procurement notice issued for the project.
The senior loan from the EBRD is structured to include a firm tranche A of €15 million (approximately 162.22 million dirhams) and a conditional tranche B of €25 million (around 270.37 million dirhams), supplemented by a grant from the Global Environment Facility (GEF). This funding aims to enhance the resilience of the Atlantic ports against rising sea levels and flooding, as part of the ANP's priority investment program. The project is set to cover several ports, including Agadir, Kénitra, Casablanca, Sidi Ifni, Tan-Tan, and Larache, as detailed in the project's profile published by the bank.
Infrastructure Improvements and Traffic Optimization
The Agadir component of this initiative includes the dredging of up to 30,000 cubic meters of sediment, subject to prior analysis, due to the port's proximity to the Souss-Massa National Park, as specified by the EBRD. The previous contract, PP6, which focused on the access roads for the third access, was awarded to the Casablanca-based consortium Seprob-ALEQ. This contract, worth 206.37 million dirhams (approximately €19.91 million), was signed on December 31, 2024, with an expected completion date of May 24, 2026, according to the award notice issued by the EBRD.
The third access project is closely linked to the northeastern bypass of Agadir, a five-kilometer stretch that connects the Abaraz roundabout in Hay Mohammadi to the port area. This segment involves an investment of 171.7 million dirhams, with an expected delivery in May 2027, following fourteen months of construction. Ultimately, this bypass will link the port with Al Massira Airport, significantly enhancing connectivity.
In parallel, the ANP is allocating 27.68 million dirhams for the development of the scanning area and access points at the port. This includes road works, network enhancements, and perimeter security measures scheduled over eight months, aimed at improving the flow of heavy vehicle traffic.
