Morocco Achieves Top Ranking in Global Terrorism Index 2026 as One of the Safest Countries

Morocco’s Unmatched Safety in the Global Terrorism Landscape

Morocco has once again secured its status as one of the safest countries in the world concerning terrorism, as detailed in the 2026 Global Terrorism Index (GTI) released by the Institute for Economics and Peace. The Kingdom earned an impeccable score of zero out of ten, signifying a complete absence of any measurable terrorist influence, and placing it among a select group of nations classified as “unaffected” by terrorism. This remarkable achievement positions Morocco approximately 100th among the 163 countries evaluated, emphasizing its exceptional security landscape.

The GTI assesses nations through a comprehensive set of indicators that encompass various facets such as the number of terrorist attacks, casualties incurred, and economic ramifications related to terrorism. Morocco's flawless score underscores the fact that no major terrorist incidents have been recorded within its borders during the assessment period. This achievement not only highlights Morocco's commitment to maintaining domestic security but also establishes a regional benchmark for safety.

Strategic Counter-Terrorism Measures and Regional Trends

Integral to this commendable ranking is Morocco's meticulously crafted counter-terrorism framework, which is built on anticipation, inter-agency coordination, and unwavering vigilance. Since the inception of its counter-terrorism strategy in 2002, Moroccan security services have successfully dismantled over 200 terrorist cells, including three in 2025 alone, as reported by the Ministry of Interior. This proactive stance, complemented by enhanced international intelligence cooperation, has transformed Morocco into a model for counter-terrorism efforts not only within Africa but also across the Arab world.

The report further illuminates a broader positive trend within the Middle East and North Africa (MENA) region, noting that in 2025, no country in MENA experienced a deterioration in its terrorism score — a historical first for the index. The region saw a striking 56% decline in the number of attacks, reducing from 646 in 2024 to just 286 in 2025, while terrorism-related fatalities plummeted by 81%, from 1,064 to 205 deaths. This shift illustrates a significant improvement in security dynamics. However, the report also indicates a concerning trend at the global level, particularly highlighting a rise in youth radicalization, with minors and teenagers now representing 42% of terrorism-related investigations in Europe and North America — a figure that has tripled since 2021. Recognizing this evolving threat, Moroccan authorities remain vigilant, fully aware that the modern landscape of extremism, driven by technological advancements, necessitates continual adaptation of their security strategies.
