On March 25, 2026, Morocco and the Central African Republic (CAR) took a significant step in enhancing their bilateral relations by signing a memorandum of understanding aimed at fostering judicial cooperation. This agreement, formalized in Rabat by Moroccan Justice Minister Abdellatif Ouahbi and his Central African counterpart Djoubaye Abazene Arnaud, is designed to establish a structured framework for collaboration, focusing on the modernization of the judicial systems in both nations.

Key Areas of Focus

The newly forged partnership will prioritize several critical areas, including the training of judges and judicial staff, the modernization and governance of court systems, and the digitalization of justice processes. Moreover, it emphasizes the development of alternative dispute resolution methods, such as mediation and arbitration, as well as improving access to justice, particularly for vulnerable populations. The agreement also outlines provisions for the exchange of expertise, organization of visits and seminars, and the establishment of a monitoring mechanism through regular action plans.

This initiative aligns with Morocco's commitment to South-South cooperation and supports ongoing reforms within its own judicial system while contributing to the institutional development of justice in the Central African Republic. Both ministers highlighted their shared determination to enhance cooperation in addressing common challenges, including organized crime, underscoring the essential role of justice in reinforcing the rule of law, development, and stability across Africa.
