Strengthening Defense Relations Between Morocco and France
The Moroccan Minister Delegate in charge of National Defense Administration, Abdellatif Loudiyi, is currently visiting Paris for the Eurosatory Exhibition, a significant global event focused on defense and security, which runs from June 15 to June 19. During this prominent occasion, Loudiyi engaged in discussions with France's Minister of Armed Forces and Veterans, Catherine Vautrin, reaffirming the robust defense partnership between Morocco and France. Vautrin emphasized that their dialogue highlighted the shared ambition to enhance both capacity and industrial cooperation for the mutual benefit of their nations.
Strategic Military Collaboration and Future Prospects
This meeting occurs within a broader context of France’s efforts to solidify its presence in the Moroccan arms market. Earlier this year, Africa Intelligence reported that French diplomats and industrialists, bolstered by influential consultants, have been actively approaching Moroccan authorities to propose strategic solutions and promote long-term investments. One of the central topics discussed was the potential acquisition of the Royal Moroccan Navy's first submarine, with France advocating for the Scorpène model, renowned for its stealth capabilities and operational performance. Paris aims to leverage its historical diplomatic ties to persuade Rabat, despite facing stiff competition from Spain and South Korea for this pivotal contract.
Morocco is keen on enhancing its naval capabilities to establish itself as a key player in ensuring security in the Western Mediterranean and the strategically significant Strait of Gibraltar, a vital zone for commercial exchanges and regional stability. Notably, a 'Defense Armament Committee' was initiated in July 2025 by the French General Directorate for Armament (DGA). This framework is intended to stimulate industrial cooperation between France and Morocco, focusing on the development of Morocco's Defense Industrial and Technological Base (BITD).
