Morocco's Progress in Budget Transparency

According to the latest update from the International Budget Partnership (IBP), released on April 15, 2026, Morocco has made remarkable strides in its budget transparency, moving up four positions in the Open Budget Survey results for 2025. This progress places Morocco at the forefront of Maghreb countries and secures its position as the third most transparent nation in the Middle East and North Africa, trailing only behind Jordan and Egypt. The survey highlights Morocco's commitment to enhancing the quality of budgetary information and ensuring its accessibility to citizens, particularly through the implementation of the Finance Law and the publication of semi-annual reports.

In terms of citizen engagement, Morocco has shown a significant improvement of 60%, achieving a nine-point increase and maintaining the second position regionally, just behind Egypt. The country also recorded an eight-point advancement in budget oversight, rising from 43 points in 2023 to 51 points in 2025, largely due to a 13-point increase in the evaluation of legislative authority, which jumped from 42 to 55 points. This reflects a strengthened role for both the parliament and the Supreme Court of Accounts in overseeing public finances.

Future Directions for Public Financial Management

The Ministry of Economy and Finance has emphasized that this biennial survey indicates a tangible improvement in Morocco's budget transparency, with the score climbing four points from the 2023 cycle to reach 51 points in 2025. This is a marked increase from 47 points in 2023, 48 points in 2021, 43 points in 2019, and 45 points in 2017. This progress can be attributed to the continuous enhancement of budgetary information quality and its ease of access, facilitated by various reports and legislative frameworks established since the 2011 Constitution and the 2015 Organic Budget Law.

The Moroccan government plans to strengthen its financial management reform framework through a new strategic plan for public finance reform covering the period from 2026 to 2032. This plan is built around five main pillars, including efficiency, sustainability, transparency, gender integration, and consideration of climate and territorial aspects. The transparency component aims to ensure the availability of comprehensive, simplified, and updated financial information for the public, supported by an action plan dedicated to budget transparency and the development of an open budget platform.

This strategic framework will be implemented through a three-year action plan with clearly defined procedures, responsibilities, timelines, funding sources, and evaluation mechanisms, set to commence in 2026. The Ministry's proactive approach, in coordination with the parliament and the Supreme Court of Accounts, underscores Morocco's commitment to establishing a public financial management system characterized by efficiency, transparency, and sustainability.
