Morocco Strengthens Railway Systems with Significant African Investment
On September 17, 2026, Morocco signed two substantial financing agreements with the African Development Bank in Rabat, amounting to a total of €405 million. These agreements are designed to enhance the country's human capital development and modernize its railway infrastructure, showcasing Morocco's commitment to improving its transport and vocational training sectors.
The first agreement involves a loan of €205 million, specifically allocated to support the development of railway infrastructure. This project aims to bolster the operational capacity and performance of the rail corridor connecting Kenitra and Marrakech by extending the high-speed train line and strengthening the existing railway facilities along this route. The anticipated railway project is expected to significantly improve mobility between key economic and urban hubs in Morocco, thereby enhancing inter-regional connectivity. Additionally, it will promote sustainable transportation solutions and elevate Morocco's logistical capabilities. According to a report from the African Development Bank, the transfer of knowledge and technology is essential for advancing the railway system, including the maintenance of the high-speed train line and fostering the emergence of a national railway industrial system.
The second agreement secures €200 million to fund the "Cap Compétences 2030" program, which is focused on advancing vocational training, diversifying training offerings, and improving their alignment with labor market needs. This initiative will encompass the digitization of services, expansion of internship programs, and enhancement of integration mechanisms into the job market. Notably, the program aims to support internship initiatives for 260,000 young individuals without formal qualifications. The program also includes efforts to strengthen the professional integration of youth through partnerships with the National Agency for Employment and Skills, as well as the "Qualification" program, while accelerating the modernization and digitization of support institutions. The financial commitment from the African Development Bank will span over the next five years, reaffirming the institution's role in supporting Morocco's human capital development and infrastructure modernization efforts.
