Morocco Embraces Digital Transformation for National ID Renewal

Streamlined National ID Renewal Process in Morocco

Morocco has taken significant strides towards modernizing its national identity card renewal process by digitizing substantial parts of the procedure. This advancement enables Moroccan citizens to conveniently complete applications online, upload necessary supporting documents, and pay applicable fees before visiting an enrollment office for biometric data capture. This initiative is part of a larger ambition to enhance the nation's digital identity landscape, which includes improvements to the biometric national ID system, the launch of the Mon e-ID mobile application, and plans for a national digital wallet.

The announcement regarding this new measure was made in May during an event held in Rabat. It allows individuals wishing to renew their national ID cards to pre-fill an online form, upload all required documents, and pay stamp fees digitally, significantly improving the efficiency of the process, as reported by We Are Tech Africa. Previously, the ID card renewal process was predominantly paper-based, often necessitating multiple trips to registration centers for citizens in order to complete their application.

Enhancing Accessibility and Reducing Burden

According to Police Commissioner Loubna Kikou from the General Directorate of National Security (DGSN), the newly implemented measures aim to alleviate the travel burden on many citizens who previously faced long journeys to renew their ID cards. This reform is also designed to expedite the processing time for ID renewal applications, particularly during peak periods when there is a surge in requests. Citizens can now access either the national police portal or the identity authority's website to complete their application process, and they can also use these platforms to monitor the status of requests for residency certificates.

During the same Rabat event, which marked the 7th edition of the DGSN Open Days, officials highlighted the Mon e-ID mobile application, which is already operational and allows citizens to carry digital versions of their national ID cards. Earlier this year, the Moroccan government entered into a cooperation framework agreement for a digital wallet project, collaborating with technology partners iDakto and ShareID.

This online renewal initiative is the latest development in Morocco's comprehensive identity modernization strategy. At the 2016 ID4Africa AGM held in Abidjan, Mouhcine Yejjou, who leads the digital ID project at DGSN, shared insights about the country’s identity experience, emphasizing a pragmatic approach grounded in Morocco's institutional realities and the needs of its citizens. Yejjou remarked, “From the very beginning, we faced a decisive choice. Technological innovation makes it tempting to make a clean slate and renovate everything from scratch. But Morocco made the bet on continuity. We chose to build an ecosystem on an existing one.” He noted that they capitalized on established information systems that have demonstrated their effectiveness, affirming that continuity can harmonize with modernization and innovation.
