Morocco Explores Defense Partnerships with South Korean Submarine Industry

The discourse surrounding Morocco's defense initiatives has gained renewed momentum, particularly in light of reports indicating that the nation is seriously considering international options for acquiring submarines. Among the prominent contenders is the technology offered by South Korean shipyards, notably the KSS-III class submarines, alongside proposals from France, Germany, Russia, and even second-hand units from Greece or Brazil. This strategic move reflects Morocco's ongoing effort to diversify its military suppliers, a trend that has been evident for some time.

In April of the previous year, Ryad Mezzour, Morocco's Minister of Industry and Trade, articulated the country’s interest in South Korean defense products during a bilateral meeting in Seoul. The potential acquisition of a submarine like the South Korean KSS-III, which boasts a displacement of 3,705 tons, could significantly alter the balance of power in the Mediterranean region. Historically, the Spanish Navy has operated under the assurance that Morocco lacked underwater projection capabilities. The introduction of a Moroccan submarine would necessitate Spain to allocate substantial resources from its fleet—such as frigates and maritime patrol aircraft—to anti-submarine warfare missions, solely to monitor the submarine's movements.

However, Morocco's impetus for pursuing such a significant defense enhancement extends beyond its relationship with Spain; it is also a response to its long-standing rival, Algeria. The Algerian Navy possesses a formidable fleet of six Russian-made Kilo-class submarines, equipped with Kalibr land-attack missiles, creating a pressing need for Morocco to address its vulnerability in this area. Furthermore, acquiring such defense assets would grant Morocco enhanced control over the Strait of Gibraltar, enabling discreet patrols of the waters surrounding the Canary Islands, the Strait itself, and approaches to Spanish bases in Rota and Cartagena. This strategic positioning underscores why the volume of news coverage surrounding these developments far exceeds the actual details of the negotiations, as the potential ramifications of Morocco's naval advancements resonate deeply within Spain's social media landscape.
