Morocco Launches Deradicalization Program for Returning Prisoners

Morocco's Initiative for Social Reintegration of Ex-Jihadists

On July 15, 2026, Morocco launched a significant program aimed at the rehabilitation and social reintegration of prisoners convicted of terrorism-related offenses, particularly those who have returned from conflict zones such as Iraq, Syria, and the Sahel region. This initiative was unveiled at the Tamesna prison, located approximately 28 kilometers southeast of Rabat, coinciding with the tenth anniversary of the "Mosalaha" program, which translates to reconciliation in Arabic. The Mosalaha project specifically targets inmates who have demonstrated remorse and have undergone a revision of their extremist beliefs.

The program boasts a notable achievement: it currently supports around 450 beneficiaries, including women, and has reportedly seen no cases of reoffending among its participants. Ahmed Abbadi, the president of the Mosalaha Center, highlighted the effectiveness of the program, stating that many former inmates have become peer educators. These individuals, having experienced similar struggles and challenges, provide invaluable support and guidance to current participants, creating a relatable and effective educational model. Their firsthand knowledge of the issues faced by this demographic enhances the program's impact, fostering a supportive environment that aids in the transition away from extremist ideologies.
