At the beginning of last week, Morocco was still reveling in the success of its national football team, which had recently made headlines during the World Cup in Qatar. However, this excitement was soon overshadowed by significant developments in the realm of national security. The Bureau Central d’Investigations Judiciaires (BCIJ), often referred to as the Moroccan FBI, announced the arrest of approximately ten individuals tied to an Islamic State cell located in the Western Sahel region. This group, which pledged allegiance to ISIS in 2022, operates primarily within the precarious border triangle of Burkina Faso, Mali, and Niger, notorious for its ongoing insurgency led by armed factions. The Global Terrorism Index report further underscores this area as the epicenter of global terrorism, particularly noted in its 2025 findings.

In a concerted effort to counteract potential threats, the Moroccan counter-terrorism agency conducted joint operations across several cities, including Agadir, Taroudant, Tetouan, El Hajeb, Fquih Ben Salah, Casablanca, and Safi. These operations successfully thwarted imminent attacks and disrupted a plot orchestrated by the leadership of the so-called ISIS Sahel Province (ISSP) aimed at establishing a foothold within Moroccan borders. Authorities reported that the suspects had been in direct communication with ISIS leaders in the Sahel, receiving directives to remain in Morocco and execute the group's agenda, while delaying any plans to travel to more established strongholds abroad. Key discoveries during these operations included firearms, military uniforms, detailed instructions for bomb-making, and an SUV modified for potential suicide missions or assaults on sensitive sites.

The Anti-Terrorism Wall: A Shield Against Jihadist Threats

The BCIJ is known for routinely announcing the arrests of individuals suspected of terrorism and for dismantling plots orchestrated by Islamist factions operating beyond Morocco's southern borders. According to Anadolu Ajansı, the Turkish news agency, over 200 terrorist cells have been neutralized since 2003, with the recent operation linked to ISIS being particularly noteworthy. This includes a tragic incident in Casablanca in 2023, where three men affiliated with the Islamic State killed a police officer.

Rabat's robust counter-terrorism framework not only enhances national security but also fosters a sense of stability amid the turmoil affecting North and West Africa, especially in the Sahelian border regions. This commitment to security is complemented by significant military expenditure, which, according to the 2026 Finance Act, amounts to roughly 157 billion Moroccan dirhams (approximately 15.7 billion dollars). An immediate allocation of 73 billion dirhams (over 7 billion dollars) is set for the current budget, with future expenditures planned accordingly. Upcoming initiatives include the establishment of an armored vehicle manufacturing facility by Tata Advanced Systems in Berrechid, a maintenance center for F-16 and C-130 aircraft, and a production hub for military drones in collaboration with the Israeli company BlueBird Aero Systems.
