In a significant development for Morocco's humanitarian landscape, the National Human Rights Council has reported that the number of registered refugees and asylum seekers in the country soared to an impressive total of 17,791 individuals in 2024. These individuals hail from more than sixty different nations, indicating Morocco's growing role as a haven for those fleeing conflict, persecution, and hardship. The report reveals that these refugees are dispersed across approximately eighty stability points throughout the nation, with notable numbers from Syria and Guinea.

Moreover, 2024 witnessed the implementation of resettlement programs aimed at providing permanent solutions for the most vulnerable refugees, in line with the guidelines established by the United Nations High Commissioner for Refugees (UNHCR). This initiative underscores Morocco's commitment to addressing the challenges faced by displaced populations and reflects a proactive approach to humanitarian assistance.

Challenges of Irregular Migration

The report also highlights an increase in the number of migrants arriving in Morocco, set against the backdrop of complex factors contributing to irregular migration patterns. This surge is attributed to various intertwined issues, including the exacerbating effects of climate change, ongoing armed conflicts in multiple regions, and persistent economic and social crises that compel many individuals—particularly the youth and women—to seek better living opportunities abroad.

Notably, the data indicates that 58% of irregular migrants come from West African countries, with migrants from Maghreb nations making up 12%, and those from East and Central Africa comprising 9%. The year 2024 also saw the dismantling of 332 human trafficking networks, as these groups adapt their criminal methodologies and expand their operations in response to evolving circumstances. The increased reliance on collective mobilization and digital platforms for recruitment, particularly through social media and instant messaging applications, has become a concerning trend in the realm of irregular migration.

Attempts to cross the Mediterranean and Atlantic coasts continued throughout the year, with these routes being recognized as some of the most perilous migration pathways globally. The report states that 18,645 migrants were rescued at sea in 2024, highlighting the mounting pressure on rescue capabilities and the significant dangers faced by migrants. Tragically, over 2,800 individuals were reported dead or missing while attempting to reach Europe, underscoring the urgent need for comprehensive solutions to these humanitarian crises.
