Morocco's Vision for African Security

During the opening session of the 5th High-Level Meeting of Heads of Counter-Terrorism and Security Agencies in Africa, held in El Yadida under the co-presidency of Morocco and the United Nations Office of Counter-Terrorism, Minister Bourita addressed the continent's security context. He highlighted several alarming developments, particularly the expansion and regionalization of terrorism, the proliferation of armed conflicts, and the growing nexus between terrorist groups, separatist movements, and transnational crime. Furthermore, he pointed out the challenges posed by technological transformations and artificial intelligence. In light of these challenges, the minister emphasized that the Royal Vision provides a comprehensive framework for understanding African realities, reiterating that His Majesty the King’s African policy is fundamentally one of belonging.

In this regard, Mr. Bourita clarified that for Morocco, Africa is not merely a neighboring continent or a diplomatic option among others; it is a continent to which the Kingdom is geographically, politically, institutionally, and historically linked. He also noted that in alignment with the enlightened vision of His Majesty the King, Morocco’s actions in Africa are driven by the belief that the development, stability, and security of the continent are intricately connected to those of Morocco itself. He asserted that Morocco's commitment to combating terrorism in Africa is not merely a choice but a responsibility of a nation dedicated to the security of its continent.

Afro-Optimism and Future Opportunities

The minister further underscored the principle of Afro-optimism that guides Morocco's actions, stating that despite the security challenges, Morocco views Africa as the continent of the future. Where others may primarily see difficulties, the Kingdom perceives opportunities and remains convinced that the continent possesses the necessary resources, means, and ingenuity to confront its challenges. Launched in 2022, the Marrakech Platform brings together heads of African counter-terrorism and security agencies, as well as representatives from partner countries and regional and international organizations, aiming to enhance cooperation and coordination in addressing the continent’s security challenges. This meeting continues the legacy of previous editions held in Marrakech (2022), Tangier (2023), Fez (2024), and Agadir (2025), solidifying the platform as an essential venue for exchanging experiences, strengthening capacities, and combating terrorism in Africa.
