Morocco's Commitment to Strengthen the Press: New Reproduction Royalties Initiative

Advancements in the Media Landscape

In a rapidly evolving media landscape, the Moroccan Ministry of Youth, Culture, and Communication convened key figures from the press sector last Friday in Rabat for a highly anticipated meeting. The primary focus of this gathering was to elucidate the concrete foundations for implementing reproduction royalties aimed at supporting journalists and media companies. Minister Mohammed Mehdi Bensaïd emphasized the necessity of recognizing the press as a public service and highlighted the pivotal role it plays in navigating significant reforms under the leadership of His Majesty King Mohammed VI. The protection of copyright, in all its forms, was described as a cornerstone in ensuring the sustainability and growth of the national media sector. Bensaïd noted that this is not merely a legal obligation but a vital economic lever that enhances the value of intellectual production and acknowledges the professional efforts of journalists and media institutions.

Equitable Digital Transformation

During the discussions, Bensaïd acknowledged the disparities within the media landscape and assured that his ministry adopts a balanced approach that takes into account various media components, particularly electronic press, which has become increasingly dominant in the national ecosystem. Collaborative efforts are underway with the Bureau Marocain des Droits d'Auteur et Droits Voisins (BMDAV) to develop mechanisms that enable online press to benefit from rights associated with digital exploitation, particularly concerning copyright systems. Dalal Mhamdi Alaoui, Director of BMDAV, echoed this sentiment by stressing the essential role of the press and publishing sector in disseminating culture and fostering civic education. She characterized the reproduction royalties system as a modern legal mechanism designed to facilitate the distribution of journalistic content while ensuring fair compensation for journalists for the use of their works.

Mhamdi Alaoui provided further insights during the Q&A session, indicating that the expansion of this system to the electronic press would require adjustments to the legal framework. Specifically, it would be necessary to categorize online publishers as beneficiaries of neighboring rights and revise royalty tables to encompass digital media, including laptops, as part of the copyright system. She also discussed potential agreements with content aggregation platforms, emphasizing that these entities—whether public or private—that compile and distribute press reviews will be required to pay royalties to the electronic newspapers whose content they utilize. Mhamdi Alaoui announced that agreements with digital media outlets are forthcoming, allowing BMDAV to facilitate the collection of these rights.

One of the key takeaways from this meeting was the expressed desire to make this initiative a collaborative effort. Mhamdi Alaoui called upon the journalists present to share their suggestions and insights, underscoring the importance of a participatory approach. The BMDAV remains open to ongoing dialogue with professionals beyond this initial meeting. Bensaïd concluded by expressing his conviction that this gathering would foster significant exchanges and deepen discussions aimed at strengthening the foundations of a robust and sustainable national media industry. For Moroccan press, reproduction royalties are no longer a mere theoretical legal provision; they are evolving into a concrete initiative from which journalists and print media publishers will see benefits in the coming months.
