Morocco Launches Strategic Green Industry Program

On March 17, 2026, in Rabat, Ryad Mezzour, the Minister of Industry and Commerce, officially signed the agreement to implement the second phase of the Global Program for Eco-Industrial Parks in Morocco (GEIPP II). This significant initiative aims to facilitate the sustainable transformation of several industrial zones throughout the Kingdom. The signing event was attended by notable figures including Valentin Zellweger, the Swiss Ambassador to Morocco, and Sanaa Lahlou, the representative of the United Nations Industrial Development Organization (UNIDO) in Morocco.

The primary objective of this strategic program is to convert traditional industrial areas into eco-industrial parks, continuing the partnership established between Morocco and UNIDO. This initiative is built on a cooperative framework among businesses within the same region, optimizing resource use, encouraging industrial symbiosis, and promoting circular economy practices. The overarching goal is to foster the emergence of a more competitive and resilient national industry, capable of withstanding the impacts of climate change.

Investment and Development Timeline

This program is designed to unfold over three years, from 2026 to 2028, and is backed by a budget of three million Swiss francs. It will support the development of five selected industrial zones identified through a rigorous and participatory process. The targeted areas include the Atlantic Free Zone in Kenitra, the industrial zone of Jorf Lasfar in El Jadida, the Tassila 1 and 2 industrial zones in Agadir, the Ain Johra industrial complex in Khémisset, and the Selouane industrial zone in Nador.

Beyond these pilot parks, GEIPP II aspires to establish a scalable national ecosystem for the development of eco-industrial parks, aligning with current public policy initiatives. Moreover, the program is set within a broader partnership framework that involves various international stakeholders, including the World Bank Group and the German cooperation agency GIZ.

The signatories of the agreement highlighted that the launch of this program represents a new milestone in the long-standing partnership between Morocco, Switzerland, and UNIDO, reaffirming their shared commitment to a sustainable industrial transformation for the Kingdom.
