During Donald Trump's second term, Morocco emerged as a priority partner for the U.S. in the region. The possibility of relocating U.S. military bases from Rota and Morón to Moroccan territory is now openly discussed, highlighting the depth of this partnership.

Morocco's strength lies in its long-term vision, characteristic of a monarchy, contrasting sharply with the short-term cycles of Spanish democracy. A diplomat quoted by La Razón emphasized that Rabat has "miles ahead" due to its effective lobbying in Brussels and Washington. While Spain tends to react to crises, Morocco proactively manages its diplomatic calendar to align with its economic priorities. This is vividly illustrated by the ongoing situation surrounding the enclaves of Ceuta and Melilla, where Morocco leverages the opening or closing of trade borders as a permanent political tool, effectively challenging Spanish sovereignty at will.

Moreover, Morocco's audacity is bolstered by influential international voices. Recently, expert Michael Rubin proposed a new "Green March" towards Ceuta and Melilla, advocating for the raising of the Moroccan flag in these territories. Such statements undermine Madrid's position, particularly within NATO, as Morocco treats its relationship with Spain as a central strategic concern extending over decades. Rubin’s call for Donald Trump to formally recognize Ceuta and Melilla as Moroccan territories encapsulates this shift, aiming to rectify what he perceives as a "historical error" and herald the end of Spanish imperialism in North Africa.
