Moroccan Foreign Ministry Launches Innovative Initiative

The Moroccan Ministry of Foreign Affairs, African Cooperation, and Moroccans Abroad has unveiled an innovative mechanism aimed at harnessing the expertise of Moroccan nationals residing overseas. This initiative, outlined in the performance report accompanying the 2026 budget proposal, seeks to enhance the contributions of these expatriates to national development while fostering effective communication with their homeland.

According to the report reviewed by “Al3omk”, mobilizing Moroccan talent abroad is a central pillar of public policy directed at Moroccan expatriates. This move comes in response to the increasing demand for Moroccan expertise in critical sectors such as higher education, industry, healthcare, and technology. Over the past few years, the ministry has implemented several strategic initiatives to enhance the involvement of Moroccan professionals abroad in developmental projects, as part of both the “National Program for Mobilizing Moroccan Talent Abroad” established in 2014 and the “National Strategy for Moroccans Abroad” initiated in 2021. These frameworks serve as the foundational guidelines for such efforts.

Building Networks of Expertise

According to official data, the ministry has successfully established networks of Moroccan professionals in various countries, including France, Switzerland, Singapore, Canada, the United States, and Germany. These efforts have culminated in the creation of a comprehensive database that includes over 5,000 Moroccan expatriates across diverse fields, ranging from medicine and engineering to law and aviation. The report highlights the ministry's intention to launch a new digital platform designed to facilitate the mobilization of Moroccan talent abroad, supported by national funding and institutional backing. This platform aims to enhance communication, ease the exchange of expertise, and promote collaboration and partnerships between Moroccan professionals abroad and their counterparts at home, aligning with royal directives that advocate for the involvement of Moroccans worldwide in national development.

This initiative is also integrated into the national migration and asylum strategy, contributing to the reintegration of returning Moroccan migrants into the job market through vocational training programs and capacity-building initiatives. The Ministry of Foreign Affairs emphasizes the program's critical focus on migrant women and Moroccan female professionals abroad, recognizing their growing potential across various sectors. Several initiatives will specifically target the empowerment of Moroccan women migrants and refugees, particularly in light of the vulnerabilities and risks they may face.

The performance report underscores that the program for mobilizing Moroccan talent abroad has led to the establishment of diverse geographic networks across multiple continents, particularly in the United States, Canada, Germany, France, Switzerland, and Singapore. These networks consist of distinguished Moroccan professionals of Moroccan descent or those who reside permanently in host countries and include experts in medicine, engineering, law, aviation, scientific research, and digital economy.

The primary objective of these networks is to intensify efforts toward achieving sustainable development in Morocco and ensuring the integration of Moroccan citizens in their countries of residence. Additionally, they aim to strengthen partnerships between Morocco and host countries through the exchange of expertise and successful experiences. The initiative also seeks to enhance institutional and organizational capacities to enable Morocco and host countries to benefit from the expertise of their members while valuing their activities, thereby facilitating knowledge transfer and promoting South-North cooperation.
