Advancements in the Marrakech-Agadir High-Speed Railway Project
The ambitious high-speed rail project linking Marrakech and Agadir has entered a significant new phase, with the recent recognition of its public utility paving the way for the commencement of land procedures associated with its route. This development also includes the connection between Chichaoua and Essaouira, marking a crucial step in enhancing transportation infrastructure in Morocco.
This progress is a direct result of decree number 2.26.605, which was adopted on September 1, 2026, and published in the official bulletin on September 7. The designated area for the railway traverses regions within Marrakech-Safi and Souss-Massa, adhering to the plan outlined in the decree. The publication of this legal framework is essential for initiating the necessary procedures regarding the land affected by the two upcoming rail lines, which will follow legal provisions governing expropriation for public utility and temporary occupation.
Investment and Infrastructure Challenges
On the Marrakech-Agadir axis, the feasibility studies have already been completed. The Minister of Transport and Logistics, Abdessamad Kayouh, confirmed the completion of these studies before the Chamber of Representatives on May 25. The total investment required for this critical rail link is estimated to be approximately 55 billion dirhams, underscoring the scale and importance of this endeavor.
In parallel, the search for international partners continues. The Ministry and the National Office of Railways are actively working to secure financing and partners to support the realization of this project. One significant challenge facing the construction is the rugged terrain of the High Atlas Mountains, which the minister indicated would require approximately 70% of the infrastructure between Marrakech and Agadir to consist of tunnels and bridges.
The introduction of the high-speed rail network in Agadir is anticipated to follow the extension of the line to Marrakech. Ongoing works on the Kenitra-Marrakech high-speed line, which began in April 2025, are part of a national railway program involving investments totaling 96 billion dirhams, with 53 billion earmarked for infrastructure and equipment for this specific line. As of May, the progress on the Kenitra-Marrakech project was estimated at nearly 30%, with a projected operational date set for September 2029. However, there remains no official completion date announced for the Marrakech-Agadir connection.
