Mouftakir pointed out that UNESCO's decision to designate Rabat as the World Book Capital is the result of a comprehensive evaluation based on historical, intellectual, and cultural criteria. The city boasts a rich heritage linked to literature and knowledge transmission, illustrated through its historic mosques and libraries, which complement the modern educational institutions such as universities and cultural centers that thrive in the city. Rabat's vibrant community-driven associations further enrich its cultural landscape.

In a groundbreaking approach, the planned activities will ensure the mobility of books, moving beyond conventional library settings and reaching individuals in various locales, including hospitals, rehabilitation centers, orphanages, youth clubs, train stations, public transport systems, plazas, and parks. Following the previous designation of Rio de Janeiro as the World Book Capital in 2025, Rabat's recognition by UNESCO highlights its role as a cultural hub for knowledge and artistic exchange.
