The Minister of Justice has emphasized that reforming the banking debt collection system represents a strategic initiative closely linked to improving the business environment and supporting the national economy. This is particularly vital given the adverse effects of non-performing loans on the financing of enterprises. The minister elaborated that this reform is based on a comprehensive approach that includes a precise diagnosis of the issues at hand, aiming to balance economic efficiency with the safeguarding of rights.
This statement was made during the national seminar organized in partnership with Bank Al-Maghrib, which took place on Tuesday, March 24, 2025, in Rabat, under the title: "Effectiveness of the Legal Framework for Collecting Non-Performing Debts: Practical Challenges and Development Prospects." The event was attended by the President of the Public Prosecution, the Governor of Bank Al-Maghrib, and several officials from the ministry along with various personalities.
In line with modernizing the system, the minister noted that the ministry is working on enhancing the legal framework associated with debt collection, particularly through the draft of the civil procedure law. The aim is to simplify processes and improve the effectiveness of notifications and executions, alongside adopting digitization as a key lever to modernize justice and enhance transparency.
Moreover, the ministry seeks to develop alternative dispute resolution mechanisms by encouraging amicable solutions, thereby alleviating pressure on courts and expediting case resolutions, especially in the banking and financial sectors while aligning with international standards.
The minister highlighted the importance of involving credit institutions in this initiative through digital initiatives for data exchange with the courts, which would help expedite procedures. He also stressed the necessity of adopting actionable recommendations supported by mechanisms for monitoring and evaluation to ensure tangible outcomes and sustainability of the reforms.
