Strengthening AI Cooperation: Morocco and the EU Forge New Digital Partnerships

Morocco and the EU Unite for Advanced AI Collaboration

The European Union and Morocco have embarked on a significant initiative aimed at enhancing collaboration in the realm of artificial intelligence (AI), thereby establishing themselves as a formidable alternative to the dominant narratives shaped by the United States and China. This partnership, known as the EU-Morocco Digital Dialogue, was officially launched recently and is designed to facilitate a comprehensive cooperation framework encompassing various facets of AI, support for burgeoning digital start-ups, the establishment of secure and reliable digital infrastructures, and the interoperability of public digital infrastructure solutions.

One of the hallmark features of this dialogue is the promotion of advanced cooperation between Moroccan AI research institutions and European supercomputing centres. Notably, this collaboration includes a partnership with Morocco's Mohammed VI University, home to Africa's most powerful supercomputer. Such synergies are poised to drive innovation and technological advancement in the region, paving the way for a robust AI ecosystem.

Enhancing Digital Connectivity and Infrastructure

In conjunction with the digital dialogue, work is underway on the Medusa Optical Fibre Cable, a groundbreaking project that aims to connect Morocco, Algeria, Egypt, and Tunisia with several European nations, including Cyprus, France, Italy, Portugal, and Spain. Upon completion, this subsea cable will significantly enhance internet connectivity for small and medium enterprises (SMEs) and academic institutions across North Africa, thereby fostering a more integrated digital economy.

During her remarks at the recent GITEX conference held in Marrakech, Henna Virkkunnen, the EU’s executive vice-president for technology sovereignty, security, and democracy, emphasized the long-standing and strategic partnership between Morocco and the EU. She acknowledged Morocco's rapid progress in digital transformation, noting its leadership in mobile and fixed connectivity rollouts, its swift digitization of public services, and its thriving startup ecosystem. According to Virkkunnen, the EU is committed to furthering fibre optic cable projects not only in Morocco but across West and East Africa as well.

Amal El Fallah Seghrouchni, Morocco’s minister for digital transition and administrative reform, reiterated the importance of this enhanced cooperation in AI, which is anchored in a shared vision of navigating the evolving AI landscape. While the narrative surrounding AI has been predominantly influenced by the United States and China, Seghrouchni highlighted the EU and Morocco's ambition to cultivate a distinctive 'third voice' that emphasizes privacy, data protection, cloud sovereignty, and the ethical use of AI.

Furthermore, Seghrouchni pointed out that Morocco’s unique position as a gateway to the African market acts as a catalyst for deeper collaboration with the EU. She expressed optimism about future partnerships, noting that discussions around AI infrastructure and training are already underway, with potential plans for establishing an AI factory in Rabat. As Morocco advances its network of regional AI centres, its strategic significance is poised to increase, especially in light of ongoing geopolitical shifts. The current situation in the Middle East may render Morocco an even more attractive partner for European countries seeking to establish data hubs and AI factories abroad, especially in light of recent vulnerabilities exposed in tech infrastructure.

Seghrouchni concluded by emphasizing the critical need for data protection and resilience, citing recent events involving AWS data centres in the Middle East as a stark reminder of the importance of fortifying digital infrastructures against potential threats.
