Enhancing Digital Cooperation Between Morocco and Gabon
Amidst the rising ambitions in the digital landscape, Morocco and Gabon are significantly enhancing their collaboration focused on training and artificial intelligence (AI). Both nations are strategically investing in skill transfer to expedite their digital transformation and support their competitive edge in the global market. During the 2026 edition of GITEX Africa, held from April 7 to April 9 in Marrakech, Morocco, the two countries formalized their commitment through the signing of two pivotal agreements in the fields of digital innovation, training, and AI.
The first agreement, inked by the ministers responsible for digital affairs, Amal El Fallah Seghrouchni of Morocco and Mark Alexandre Doumba of Gabon, lays the groundwork for bilateral cooperation. This landmark agreement encompasses various key areas, including the exchange of expertise in digital public policies, the harmonization of regulatory frameworks, and the establishment of training programs that align with the evolving needs of the sector. Notably, as part of this initiative, 15 Gabonese students will receive full scholarships to enroll at Mohammed VI Polytechnic University starting in September 2026.
The second agreement was reached between Morocco's National Institute of Posts and Telecommunications and Gabon's National Institute of Posts and Telecommunications. This collaboration aims to modernize training curricula to ensure they are better aligned with the demands of the digital market and public administration. The program will include a dedicated initiative for Gabonese public agents, providing five fully funded scholarships annually over the next five years, with the objective of sustainably enhancing technical skills within government administrations.
This partnership is part of a broader South-South cooperation dynamic across the African continent, where numerous states are focusing on sharing expertise to accelerate their digital transitions and bolster the competitiveness of their ecosystems. Gabon is keen to leverage Morocco's experience to shape its digital environment and diversify its economy. Currently, Gabon is refining its digital strategy, which focuses on several key areas, including strengthening regulatory frameworks, developing infrastructure, digitizing and dematerializing public services, and enhancing digital skills.
On the other hand, Morocco pursues its ambitions in artificial intelligence, aiming to generate value that could reach up to 100 billion dirhams (approximately $10.7 billion) by 2030. This goal will be supported by innovation, skill enhancement, and the strengthening of international partnerships.
