Strengthening Franco-Moroccan Relations: Prime Minister Lecornu's Official Visit

Prime Minister Sébastien Lecornu's Diplomatic Visit to Morocco

French Prime Minister Sébastien Lecornu is set to embark on an official visit to Rabat on Wednesday and Thursday, aimed at fortifying the longstanding relations between France and Morocco. This high-profile meeting, which marks Lecornu's inaugural visit to the North African nation since he assumed office in 2025, is anticipated to yield significant agreements that will usher in a new phase of collaboration between the two countries. Accompanied by a delegation of a dozen French ministers, including notable figures such as Foreign Minister Jean-Noël Barrot and Interior Minister Laurent Nuñez, Lecornu's visit underscores the importance of this diplomatic engagement.

Key Areas of Focus and Future Prospects

During his visit, Prime Minister Lecornu is scheduled to meet with Moroccan Prime Minister Aziz Akhannouch, facilitating the first high-level dialogue between the two governments since 2019. The discussions will center around critical areas, including economic cooperation, security, migration, and defense, with the expectation of signing multiple agreements that reinforce the bilateral partnership. According to the French Embassy in Morocco, the current relationship between Rabat and Paris is characterized as a "reinforced exceptional partnership," built on three foundational pillars: political and strategic alignment, economic development and social cohesion, and a commitment to strategic sovereignty. Notably, the relationship has strengthened significantly since France officially recognized Moroccan sovereignty over Western Sahara in 2024. This recognition was followed by President Emmanuel Macron's visit to Morocco in October of the same year, which marked a revitalization of the bilateral partnership after years of tension.

Experts like Hasni Abidi, director of the Geneva-based Centre for Studies and Research on the Arab and Mediterranean World (CERMAM), have emphasized that relations are currently excellent, with a focus on maximizing mutual benefits. France's strategic pivot towards Morocco is also evident against the backdrop of its more fragile relations with Algeria. Historian Pierre Vermeren notes that Macron is keen on avoiding any diplomatic failures in the Maghreb as he approaches the end of his term and is therefore decisively leaning towards strengthening ties with Morocco.

The visit may also pave the way for a forthcoming trip to France by King Mohammed VI, as both nations are working towards finalizing a treaty that will establish an "exceptional" Franco-Moroccan partnership. While the date for this agreement's formalization remains unspecified, the bilateral cooperation is already reflected in the economic arena, where France is Morocco's primary economic and financial partner. Trade between the two countries reached an impressive €14.8 billion in 2024, more than doubling the figures recorded in 2015, further solidifying Morocco's status as a vital partner for France in Africa.
