Tragic Building Collapse in Fes
The recent collapse of two residential buildings in Fes has resulted in a significant tragedy, claiming the lives of 22 individuals and injuring 16 others. The public prosecutor at the Court of Appeal in Fes has released alarming details regarding the ongoing investigations into this incident. The official statement revealed that extensive judicial inquiries, supported by technical expertise and on-site inspections, uncovered severe violations throughout the construction process.
These violations primarily include the unauthorized addition of extra floors without the necessary legal permits, a clear breach of urban planning regulations. Moreover, it was discovered that substandard building materials were used, some of which were previously utilized in other constructions. Such practices compromised the structural integrity of the buildings, rendering them susceptible to collapse. Investigations further indicated that the issues extend beyond mere technical violations to include illegal activities, such as manipulation of air rights and the issuance of sale contracts outside the legal framework. Additionally, housing certificates were granted without adhering to the required procedures, highlighting the extent of the irregularities associated with this housing project.
In light of these findings, the public prosecutor's office has decided to pursue charges against 21 individuals suspected of involvement in these unlawful activities. The charges include causing unintentional manslaughter and injury due to negligence, alongside allegations of bribery and the illegal handling of non-transferable assets. Furthermore, administrative documents were issued without legitimate authority. In the course of the legal process, the investigating judge has ordered the pre-trial detention of eight suspects in the local prison, while the remaining individuals are being monitored under freedom, pending the completion of the investigations aimed at establishing precise accountability.
