Overview of the Integrated Information System Project
The Casablanca-Settat region is embarking on a significant initiative aimed at establishing a modern, scalable, and highly secure integrated information system. This project is designed to facilitate smooth and secure information exchange among various departments, covering essential areas such as performance management, human resources, correspondence, project oversight, partnership agreements, financial management, and document archiving. The project aims to implement a solution that digitizes an integrated and secure information system tailored specifically for the Casablanca-Settat region, with the goal of automating critical internal business functions and ensuring effective decision-making through quick and reliable access to data.
The call for tenders for this project has been officially launched, with the opening of bids scheduled for September 8, 2026. The estimated cost for the services has been set at 35 million Moroccan Dirhams (MDH). The integrated information system is expected to facilitate secure information flow through a dedicated internal network. Its design will be based on a thorough analysis of the organizational environment of the municipality, taking into account existing workflows, the specific needs of each department, and the interactions between different divisions. Consequently, the implementation of this solution will enable the regional council to automate internal processes, thereby simplifying data handling within the institution to enhance data trustworthiness and traceability.
Key Features and Security Measures
In addition to streamlining internal processes, the new system will also monitor and manage key performance indicators to ensure operational efficiency across regional services. Furthermore, it will centralize human resource management processes, encompassing personnel data management, career development, attendance tracking, recruitment, and performance evaluation. An additional highlight of this initiative is its capacity to provide planning, monitoring, and evaluation tools for projects undertaken by the region. This solution will digitalize and centralize the management of agreements with various partners, while also managing budgeting, accounting, and financial reporting functions.
Security is a paramount and cross-cutting requirement of this project, impacting all application, infrastructure, and organizational layers. The targeted solution must be designed and developed according to an innovative architecture and urbanization strategy, adhering to guiding principles that facilitate both deployment within the region and efficient maintenance. All modules of the solution are required to converge towards ease of installation, interoperability implementation, and deployment, while also achieving high levels of security, operational functionality, adaptability, flexibility, and performance. Bidders must comply at a minimum with the security and hardening requirements applicable to web applications as defined in the latest version of the Application Security Guide published by the General Directorate of Information Systems Security (DGSSI), as well as the recommendations derived from the OWASP (Open Web Application Security Project) standards.
