In a significant move aimed at redefining local governance in Morocco, Interior Minister Abdelouafi Laftit presented a comprehensive reform plan during the Council of Ministers meeting on April 9 at the Royal Palace in Rabat. This initiative, titled "New Generation of Integrated Territorial Development Programs" (PDTI), is set to mobilize an impressive budget of 210 billion dirhams over the next eight years. The reform seeks to fundamentally restructure the mechanisms of planning, execution, and oversight of public policies at the local level, marking a pivotal shift in Morocco's governance landscape.

The reform builds upon the principles of advanced regionalization, a constitutional project initiated in 2011 that aimed to decentralize power to elected regional assemblies. However, the timing of this reform raises questions about its potential effectiveness, especially in light of Morocco's current diplomatic challenges. Laftit's proposal is based on an appealing premise: to design development programs that are rooted in the expressed needs of local citizens. To this end, extensive consultations have been conducted across various prefectures and provinces, accompanied by a socio-economic diagnostic assessment addressing key areas such as employment, education, health, water access, and infrastructure.

Governance Structure and Implementation

The governance framework is organized within a three-tier pyramid structure. At the top, a national committee, chaired by the Prime Minister, is responsible for validating the programs, ensuring their coherence, and defining monitoring indicators. Regionally, the Wali, who acts as the royal representative, leads a committee tasked with harmonizing programs across prefectures and provinces. At the grassroots level, a prefectural or provincial committee, led by the governor, collaborates with elected officials and decentralized state services to develop and oversee the execution of these programs. This structured approach aims to enhance the effectiveness and responsiveness of local governance, ultimately benefiting the communities throughout Morocco.
