Urgent Call for Investigation into Abandonment of Mentally Ill in Morocco

Disturbing Reports of Abandonment of Mentally Ill Individuals

In recent days, shocking images and videos have surfaced on social media, presenting a troubling scenario where individuals suffering from mental health issues have allegedly been transported by unidentified parties and subsequently abandoned, left to wander the streets in areas such as Taroudant, Inezgane, and Berrechid, extending even to the highways. These disturbing claims have led the Moroccan Association for Mental Health to issue a grave statement in response to public complaints and testimonies from concerned citizens.

While the association acknowledges the seriousness of the situation, it also advises caution, emphasizing that it cannot confirm all the facts or identify any responsible parties at this stage. However, the significant nature of these allegations necessitates a thorough and transparent investigation. Should these claims be substantiated, they would represent a severe violation of human dignity and the rights to care and protection for those affected.

Call for Systemic Change in Mental Health Care

The association further underscores that these alleged abuses are not isolated incidents but rather indicative of a deeper systemic failure—specifically, the collapse of the mental health care system due to the absence of a comprehensive public mental health policy. It asserts that individuals with mental health conditions should neither be viewed as burdens to be discarded nor problems to be transferred from one city to another. They are citizens entitled to rights concerning protection, care, and social integration. Treating them outside of a proper health and social framework, the association warns, only exacerbates their vulnerability and perpetuates a cycle of wandering where structured support is necessary.

The association also addresses other viral videos that depict individuals in crisis causing disturbances in public spaces or damaging property. It is crucial to remember that these individuals are not accountable for their actions. Such images should never serve as a justification to stigmatize all individuals with mental health issues or reduce them to isolated behaviors. Instead, these scenes reveal a glaring lack of timely medical and social intervention. Allowing these individuals to remain on the streets endangers not only their lives and dignity but also the safety of citizens and their possessions. Consequently, the association calls for a dual approach that is both preventive and curative, grounded in human rights.

Moreover, the association urges the relevant authorities to launch an independent investigation to uncover the truth and determine any legal responsibilities. It also demands appropriate care for the affected individuals, ensuring that their dignity is upheld, alongside a strengthening of mental health services and support mechanisms for integration.

The statement concludes with an unequivocal reminder that protecting society and safeguarding the rights of individuals with mental health issues are not mutually exclusive. Human dignity remains a constitutionally protected right that must be upheld, regardless of the circumstances.
