U.S. Endorsement of Moroccan Autonomy Plan for Western Sahara

The United States has expressed strong support for Morocco's autonomy plan for Western Sahara, which is being presented as a viable pathway to resolution and prosperity. Duke Buchan, the U.S. Ambassador to Morocco, made these remarks during his address at the fourth edition of Gitex Africa, a prominent technology fair held in Marrakech. Buchan highlighted his involvement with the plan, emphasizing that it has garnered backing from both the United Nations (UN) and the European Union (EU). He stated, "I have dedicated hundreds of hours working on Morocco's autonomy plan, engaging in meetings and negotiations with the relevant parties. The EU and the UN support this initiative, along with over a hundred countries worldwide." This assertion was made public through a statement on the embassy's website.

Strengthening Economic Ties and Infrastructure Development

Ambassador Buchan hailed Morocco as the "oldest, strongest, and most reliable ally in the region," praising the ambitious infrastructure projects that the nation is undertaking in the disputed territory. He noted that the economic opportunities in the region are “unlimited” and emphasized that "American companies are here to make these opportunities a reality." He pointed out that American investors are consistently reaching out to the embassy and consulate, eager to engage in business ventures in Western Sahara. Buchan, who previously served as the U.S. Ambassador to Spain from 2018 to 2021, reinforced the notion that the United States and American businesses are enthusiastic about supporting Morocco in this endeavor.

The recognition of Morocco's sovereignty over Western Sahara by the U.S. in 2020 marked a significant turning point in the ongoing conflict. In recent months, Washington has taken a proactive role by facilitating two rounds of confidential negotiations among the involved parties, which include Morocco, Algeria, the Polisario Front, and Mauritania, aiming to move towards a resolution. These negotiations align with the UN Security Council Resolution 2797 passed last October, which for the first time referenced Morocco's autonomy proposal as a potential foundation for a political solution to the conflict, receiving support from various international powers and blocs, including the EU. The U.S. has also recently indicated its intention to initiate a "strategic review" of the United Nations mission in Western Sahara (MINURSO).
