Colombia Appoints New Ambassador to Morocco Amid Major Diplomatic Shift

Colombia's Diplomatic Transition in Morocco

The Colombian government has announced that Carlos Arturo Forero Sierra, who has served as the ambassador to Morocco since August 2025, is expected to be replaced soon. This development comes in light of a historic shift in Colombia's foreign policy regarding Morocco, particularly concerning the disputed territory of the Sahara. Reports indicate that Forero Sierra learned about his impending replacement unexpectedly during a visit to the Ministry of Foreign Affairs, where officials informed him that preparations for his successor were already underway. As of now, neither the identity of the new ambassador nor the reasons for this decision have been disclosed.

Forero Sierra, a seasoned diplomat with over three decades of experience, was appointed to his current role after a lengthy career in Colombia's diplomatic service, which he joined in 1991. His previous roles included significant positions in Algeria, Belize, New Zealand, and Australia, as well as in Colombian consulates in Toronto and Puerto Rico. His tenure in Rabat marks a pivotal point in Colombian-Moroccan relations.

Strategic Diplomatic Restructuring

This change is part of a broader reorganization of Colombia's diplomatic network, initiated by President Abelardo de la Espriella even before taking office. On July 27, de la Espriella announced plans to close 14 embassies, including the one in Algeria, to streamline operations and focus resources on key diplomatic missions. Importantly, the Colombian embassy in Morocco was not slated for closure, highlighting its significance in the new foreign policy framework.

Significantly, on August 10, de la Espriella’s administration declared a freeze on relations with the self-proclaimed Sahrawi Arab Democratic Republic, reaffirming Morocco's sovereignty over its territorial integrity, including the Sahara region. This marked a critical departure from the policies of former President Gustavo Petro, who had re-established ties with the separatist entity in 2022. This new alignment is viewed by Bogotá as the beginning of a renewed era in Colombian-Moroccan relations, with aspirations to enhance bilateral cooperation across various sectors, including trade, investment, tourism, and infrastructure development.

As Forero Sierra prepares to depart, his successor will be tasked with building upon this emerging diplomatic relationship, ensuring that the mutual interests of Colombia and Morocco are effectively represented in Rabat.
