Morocco's Ambitious Solar Initiative
In a significant move towards enhancing its renewable energy capacity, Morocco has officially announced a tender for the development of at least 350 megawatts (MW) of photovoltaic solar power. This initiative, known as the NOOR PV Multisites program, encompasses the establishment of six solar plants strategically located across five regions including Casablanca-Settat, Béni Mellal-Khénifra, Marrakech-Safi, Souss-Massa, and Guelmim-Oued Noun. Each of these plants is expected to have an individual capacity ranging from 40 MW to 170 MW, collectively achieving the targeted 350 MW capacity. The Moroccan Agency for Sustainable Energy (MASEN) has initiated a prequalification process under the reference RFQ/15/2026/MASEN, with a deadline for submissions set for November 30, 2026.
This tender invites engineering, procurement, and construction (EPC) companies, as well as operation and maintenance (O&M) firms, to not only construct but also manage these solar facilities upon completion. This comprehensive approach aims to ensure that the awarded contractors will handle the engineering, procurement of equipment, construction, commissioning, and ongoing maintenance of the solar installations.
Boosting Renewable Energy Capacity
The launch of this tender aligns with Morocco's broader strategy to increase the share of renewable energy sources in its energy matrix, with a target of 52% by 2030. Currently, the country boasts approximately 4.85 GW of installed renewable capacity, of which 546 MW is attributed to solar photovoltaic energy. The NOOR PV Multisites program not only aims to diversify the geographical distribution of solar energy projects but also seeks to enhance local integration and value creation within Morocco's renewable energy sector.
Moreover, the expansion of solar capacity is part of Morocco's commitment to improving its electrical grid, enhancing storage capabilities, and establishing better regional interconnections. With this latest tender, Morocco is poised to reintroduce a substantial solar portfolio to the market, further solidifying its position as a leader in renewable energy development in the region.
