Minister Fernando Rabat Engages with Metropolitan Mayors to Enhance Youth Criminal Responsibility Law

Strengthening Youth Criminal Responsibility Law: A Collaborative Effort

On July 7, 2026, Justice and Human Rights Minister Fernando Rabat convened a pivotal meeting with mayors from various municipalities in the Metropolitan Region of Chile. This gathering was primarily focused on discussing proposals aimed at strengthening the Youth Criminal Responsibility Law, which is currently under legislative review in Congress. During the meeting, the minister and local leaders exchanged valuable insights regarding the modifications that the government intends to propose as part of the ongoing legislative process. Minister Rabat emphasized that these forthcoming amendments align closely with the suggestions put forth by the municipal authorities, highlighting a significant collaborative effort.

Minister Rabat expressed appreciation for the partnership with local governments, stating, "We had an excellent meeting with mayors from diverse political backgrounds and communities. They presented a range of suggestions regarding amendments to the Youth Criminal Responsibility Law, which resonate with the proposals that the Executive is preparing to submit to the Senate." He reiterated the importance of reintegration, underscoring that efforts should not solely focus on making laws more stringent but also on ensuring the successful reintegration of both youth and minors.

Key Discussions and Future Legislative Steps

The meeting included notable mayors such as Carol Bown from San Miguel, Karina Delfino from Quinta Normal, and Camila Merino from Vitacura, alongside Claudio Castro from Renca, Sebastián Sichel from Ñuñoa, and Christopher White from San Bernardo. Together, they discussed strategies to enhance the government's response to serious crimes committed by adolescents. Currently, the proposed law is undergoing its second constitutional process in the Senate, where it is in the general discussion stage. A vote on the legislative proposal is scheduled for Tuesday, and if passed, it will move to a more detailed review phase where the Executive will present further recommendations to strengthen the existing framework concerning youth criminal responsibility.
