New Housing Support Initiative Approved by Moroccan Cabinet
The latest meeting of the Moroccan government council, held recently, culminated in the approval of Decree No. 2.26.578, which amends Decree No. 2.23.350 that was issued on November 15, 2023. This significant legislation outlines the forms of state assistance for housing support and the procedures for providing aid to individuals purchasing homes intended for primary residence. The proposal was presented by the Secretary of State for Housing, representing the Minister of National Territorial Planning, Urbanism, Housing, and City Policy, during a session chaired by Prime Minister Aziz Akhannouch.
According to a government source who spoke with Hespress, this meeting could potentially mark the last formal gathering of the cabinet in its current term, unless another session is convened prior to the upcoming elections scheduled for September 23. During this meeting, the Minister of Justice also introduced Decree No. 2.26.271, which pertains to the enforcement of Law No. 36.09 regarding the prohibition of the development, production, storage, and use of chemical weapons and their destruction, pending approval while considering the raised observations.
The government council also deliberated and approved two other decrees related to the establishment of an industrial acceleration zone, presented by the Minister of Industry and Trade. These included Decree No. 2.26.98, which amends Decree No. 2.24.257 issued on March 29, 2024, establishing the Jorf industrial acceleration zone, and Decree No. 2.26.593, which creates the Bouknadel 2 industrial acceleration zone.
Moreover, the cabinet continued its proceedings by discussing and approving three additional decree projects that align with the provisions of Law No. 59.24 concerning higher education and scientific research. These projects were presented by the Minister of Higher Education, Scientific Research, and Innovation. They include Decree No. 2.26.331, which defines the composition, organization, and operational modalities of the National Commission for Higher Education Coordination and its standing committees; Decree No. 2.26.390, which amends Decree No. 2.04.89 issued on June 7, 2004, specifying the competencies of university institutions and postgraduate programs, along with the corresponding national certifications; and Decree No. 2.26.326, which implements the provisions of Articles 30, 42, 48, and 53 of Law No. 59.24.
Finally, the cabinet concluded its session by reviewing an agreement concerning the transfer of convicted individuals between the Government of the Kingdom of Morocco and the Government of the Republic of Niger, signed in Niamey on April 8, 2026. This was accompanied by Bill No. 048.26, which seeks parliamentary approval for the aforementioned agreement, presented by the Minister of Justice on behalf of the Minister of Foreign Affairs and African Cooperation.
