Morocco's Military Procurement Strategy
Morocco is exploring the potential acquisition of long-range Israeli missiles known as "LORA" to integrate with the American HIMARS rocket artillery systems, as reported by specialized media sources. This strategic move aims to bolster Morocco's military capabilities and extend its operational reach. Recent developments indicate that the Moroccan army is preparing to receive a batch of HIMARS systems, with U.S. military documents listing ten systems earmarked for Morocco as part of the fiscal year 2027 arrangements, suggesting that these systems are expected to be delivered in the coming months.
Integration of Israeli Technology
Reports indicate that the Israeli Aerospace Industries (IAI) plans to showcase the long-range LORA system at the upcoming Marrakech Air Show next month. This exhibition could pave the way for a deal that would facilitate the integration of Israeli capabilities with the Moroccan HIMARS systems. The LORA missiles boast an impressive range of 400 to 500 kilometers and a precision strike capability of less than 10 meters, which enables them to conduct accurate strikes over long distances. The incorporation of LORA into the HIMARS framework would significantly enhance Morocco's strike range, surpassing the capabilities of some munitions included in the original HIMARS contract.
In April 2023, the U.S. Defense Security Cooperation Agency announced the approval of a potential sale to Morocco that includes 18 HIMARS systems valued at approximately $524.2 million. This deal encompasses not only the HIMARS platforms but also 40 ATACMS missiles, 36 GMLRS Unitary missiles, and 36 GMLRS Alternative Warhead missiles, along with vehicles and equipment for communication, command and control, training, and logistical support.
Additionally, a contractual document from May 2026 revealed that ten HIMARS systems designated for Morocco are included in the support and equipment requirements for fiscal year 2027, alongside systems allocated for other nations. The arrangements for fiscal year 2027 also include direct technical support for Morocco, which involves programming travel for two personnel to the kingdom to provide assistance related to the HIMARS systems, including inspection operations and fire control systems.
It is noteworthy that Morocco already possesses Israeli systems capable of launching long-range missiles, with the PULS system from Elbit Systems being a prominent example. The Moroccan Royal Armed Forces have operationally showcased this system, which has been in use since March 2025. The PULS system is known for its ability to launch both unguided and precision-guided munitions, targeting objectives at a range of up to 300 kilometers, underscoring Morocco's commitment to enhancing its military capabilities.
