New Financial Magistrates Take Oath in Rabat
On Tuesday, thirty new financial magistrates took their oath during a solemn ceremony held at the Court of Accounts in Rabat, following their appointment by His Majesty King Mohammed VI to serve within these judicial bodies. The event was presided over by Zineb El Adaoui, the First President of the Court of Accounts, alongside Brahim Ben Bih, the Attorney General of the King at this Court.
This series of appointments reflects the Royal High Solicitude that His Majesty consistently extends to the superior control system of public finances, thereby reinforcing the constitutional role of financial jurisdictions. It empowers them to fulfill their responsibilities regarding public financial oversight and to strengthen and safeguard the principles and values of good governance, transparency, and accountability.
A Foundational Moment for New Magistrates
During the ceremony, Zineb El Adaoui emphasized that the gathering, dedicated to the oath-taking of the new cohort of magistrates, marks a foundational moment and a significant step in their professional journey, signifying the transition from training to the actual execution of financial magistrate duties. She noted that the timing of this ceremony, coinciding with the upcoming commemoration of the 27th anniversary of His Majesty King Mohammed VI’s accession to the Throne of His Glorious Ancestors, adds a special significance and symbolic dimension to the event.
El Adaoui pointed out that the financial judiciary in Morocco has built a substantial capital of credibility and professionalism over nearly five decades, thanks to the dedication, loyalty, and competence exhibited by its members, as well as their remarkable conduct adapted to various circumstances. These achievements have significantly contributed to the development of the public funds oversight system and the establishment of a culture of accountability, responsibility, and evaluation, which has earned the financial judiciary the trust of various stakeholders.
El Adaoui further explained that preserving the institutional identity of the financial judiciary is a collective responsibility that falls on every magistrate within the financial jurisdictions. This requires not only adherence to the fundamental values and principles governing their work, such as integrity, probity, professionalism, objectivity, impartiality, and neutrality but also the acquisition of skills and competencies that enable financial magistrates to be impactful contributors to development and value creation.
In his remarks, Ben Bih highlighted the vital role of the financial jurisdictions as constitutional institutions that uphold the superior oversight of public finances, manage public entity operations, and impose sanctions for any shortcomings, all aimed at reinforcing good governance and transparency principles while ensuring accountability and responsibility are upheld. He indicated that taking the oath represents a legal and ethical commitment requiring magistrates to perform their duties with integrity, independence, and impartiality throughout their professional careers.
He stressed that while belonging to the body of financial magistrates bestows a prestigious and honorable status, it simultaneously imposes heavy responsibilities and professional ethical duties that each magistrate is obliged to uphold. The ceremony was further distinguished by El Adaoui presenting Royal Decorations, which His Majesty King Mohammed VI graciously awarded to several magistrates and officials of the Court of Accounts.
The sworn-in cohort consists of three magistrates of exceptional grade selected through direct appointment, alongside 27 magistrates of second grade, who were appointed after completing their initial training, both theoretical and practical, and successfully passing the professional aptitude examination. By taking their oath, the new magistrates have fully acquired the status of financial magistrate, empowering them to exercise all competencies of the financial jurisdictions in accordance with the constitutional and legal principles governing their area of intervention.
