Strengthening Bilateral Relations: A New Era of Cooperation
In a recent opinion piece published on June 1st in the renowned American media outlet The Hill, Youssef Amrani, the Moroccan Ambassador to the United States, outlined the contours of a rapidly evolving bilateral partnership. This relationship extends far beyond a mere commemoration of 250 years of diplomatic ties between the two nations; it encompasses a profound strategic collaboration. The ambassador elaborated on the significance of a new ten-year roadmap for defense cooperation, recently established in Washington, which positions Morocco as a beacon of stability and innovation across the African continent.
Amrani emphasized that the strength of Moroccan-American relations lies not only in their historical depth but also in their contemporary strategic relevance. He recalled that in 1777, Morocco became the first nation to recognize the United States, a legacy that he felt acutely during recent sessions of the Morocco-U.S. Defense Consultative Committee in Washington. "In that room, the past was not ceremonial; it was very much alive," he noted, highlighting the active role of history in shaping current diplomatic efforts.
A Roadmap for the Future: Expanding Defense Cooperation
This historical continuity was symbolically underscored by a visit from a Moroccan delegation to the U.S. National Archives to examine the Treaty of Peace and Friendship of 1786. This pivotal moment, according to Amrani, illustrates a foundation of trust that has endured through changes in governments, conflicts, alliances, and global orders. The discussions held in Washington transcend mere diplomatic niceties; the new sectoral roadmap, which spans from 2026 to 2036, marks a significant operational turning point. This unprecedented framework broadens bilateral cooperation into cutting-edge sectors, including the development of the defense industry, cybersecurity, advanced technologies, and enhanced operational integration.
Quoting U.S. Under Secretary of Defense Elbridge Colby, the ambassador reiterated the shared vision between the two countries: "This roadmap will guide our historic defense relationship for the next decade, building on a partnership that began 250 years ago." However, Amrani stressed that an agreement is only as valuable as its implementation, emphasizing that the real challenge will be translating this framework into ten years of "genuine innovation." On the ground, this alliance has manifested itself once again through the African Lion 2026 exercise, which brought together over 5,000 military personnel from 40 nations, stretching from Agadir to Dakhla. This event is recognized as the largest annual joint exercise conducted by the U.S. Africa Command (USAFRICOM). For its 22nd edition, more than 30 American defense technology companies participated in the maneuvers, transforming Morocco into a genuine "platform for innovation, training, and regional capacity building."
In this technological dynamic, Amrani highlighted a major milestone achieved during the exercise: the establishment of the "first permanent drone training center in Africa" in Morocco, a decision driven by the kingdom's reliability and its capacity to project a holistic geopolitical vision. He contended that Morocco is not merely a spectator in African dynamics but rather a proactive leader, showcasing major structural projects led by King Mohammed VI, including the Atlantic Initiative for the Sahel and the Africa-Atlantic gas pipeline.
"Morocco does not ask others to define its strategic role; it defines that role itself: a bridge between Africa, the Atlantic, the Mediterranean, Europe, and the Arab world," he asserted passionately. As the Sahel and West African region confronts political turbulence, the ambassador pointed out the contrast with partners who have opted for "posture over substance," leading to their current "strategic isolation." Nearly two and a half centuries after the 1786 treaty, the Moroccan-American alliance is no longer just a "monument to history"; it is an active, tested, validated, and deepening alliance in the present day.
