Morocco's Historic Defense Budget: A Strategic Leap for 2027

In a significant move reflecting Morocco's commitment to enhancing its military capabilities, the country's finance bill has allocated an unprecedented amount of €17.3 billion for the fiscal year 2027. This budget is earmarked for the National Defense Administration and is designed to facilitate advanced military procurement and repairs, alongside supporting the development of the defense industry. The sheer scale of this budgetary increase is not only remarkable in its own right but also gains additional significance in the context of regional military dynamics, particularly as Algeria has approved a defense budget that, while substantial, demonstrates less vigor than in previous years. This shift redefines the contours of the military race that has intensified since the diplomatic rupture in 2021.

Analysis of a Record-Breaking Budget

The Moroccan budget proposal for 2027 reveals an historical commitment to defense spending, with future financial obligations authorized for the National Defense Administration reaching 190.5 billion Moroccan dirhams, which translates to approximately $19.4 billion or €17.3 billion at current exchange rates. This figure, known as commitment credits, does not reflect the actual spending for that year but sets a legal maximum for entering into multi-year contracts for arms procurement and modernization. Additionally, it includes a new provision aimed at expanding the operational scope to incorporate necessary military infrastructure projects.

The significance of this ceiling lies in its role as an indicator of the volume and quality of upcoming modernization programs anticipated by the Royal Armed Forces. It marks a notable increase of 21.2% compared to the previous fiscal year, with an absolute rise of around 33.3 billion dirhams in just one year, representing the largest annual leap in this category in quite some time.

Accelerated Growth Trajectory

The magnitude of this leap becomes even more apparent when placed in historical context. The same budget line was set at 124.8 billion dirhams in the 2024 finance law, increased to 133.5 billion in 2025, and further to 157.2 billion in 2026 before soaring to 190.5 billion in the 2027 proposal. The growth rate has nearly doubled year on year: with a 7% increase from 2024 to 2025, a 17.8% rise from 2025 to 2026, and a 21.2% jump from 2026 to 2027, accumulating an impressive total increase of nearly 52.7% over three years.

This accelerated growth indicates that the Kingdom is no longer merely engaged in a gradual renewal of its military equipment; rather, it has developed a portfolio of significant contracts whose disbursements will be staggered over the coming years. This is a common pattern in the acquisition of combat aircraft and advanced defense systems. This sustained increase aligns with Rabat's strategic directives aimed at comprehensive modernization across all military branches, achieved through both the acquisition of cutting-edge armaments and the upgrading of existing arsenals to address complex security challenges and secure national borders.
