New Agronomic and Biosciences School Approved by Moroccan Parliament

Establishment of a New Educational Institution in Agadir

On July 13, 2026, the Moroccan House of Representatives officially approved the bill number 40.26, which paves the way for the creation of the Polytechnic School of Agronomic Sciences and Life Sciences in Agadir. The legislative session, chaired by Rachid Talbi Alami, saw a majority approval in the presence of Mustapha Baïtas, the Minister Delegate in charge of Relations with Parliament and government spokesperson. This new institution is a significant development in the strategy to enhance and diversify agricultural higher education in Morocco, with plans to accommodate nearly 1,000 students by 2030.

Strategically located in Agadir, this national institution aims to address the specific needs of the Souss-Massa region, recognized as the leading agricultural export basin in the Kingdom. The proposed school will operate under law number 59.24, which pertains to higher education and scientific research, with its core missions including the provision of initial and ongoing training, fostering scientific research, innovation, and technology transfer, as well as supporting innovative projects and promoting entrepreneurship within the agriculture and biosciences sectors.

Enhancing Research and Employability

The new establishment is designed to strengthen governance, outline financial and human resources, and ensure the rights of its staff. It aims to significantly boost the employability of graduates and develop national competencies in agriculture, environmental science, and life sciences. Furthermore, it seeks to enhance national and international partnerships in training and research, aligning with the Generation Green 2020-2030 strategy and the directives of the New Development Model.

The approval of this bill marks a culmination of efforts initiated by the government on June 25. As previously reported by medias24.com, the establishment will not emerge from scratch but will evolve from the Agadir Horticultural Complex, founded in 1980, to enhance its academic, scientific, and international stature. This transformation is expected to double the institution's capacity, introduce new fields of study, including veterinary medicine, aquaculture, and biotechnology, and position the school as a center of excellence in applied research, aspiring to become a reference institution internationally in agronomic sciences. The Souss-Massa region currently accounts for 90% of Morocco's fruit and vegetable exports.
